The Israeli military’s campaign to significantly expand a “buffer zone” along the eastern perimeter of the occupied Gaza Strip should be investigated as the war crimes of wanton destruction and of collective punishment, Amnesty International said in a new investigation.
Using bulldozers and manually laid explosives, the Israeli military has unlawfully destroyed agricultural land and civilian buildings, razing entire neighbourhoods, including homes, schools and mosques.
By analyzing satellite imagery and videos posted by Israeli soldiers on social media between October 2023 and May 2024, Amnesty International’s Crisis Evidence Lab identified newly cleared land along Gaza’s eastern boundary, ranging from approximately 1km to 1.8km wide. In some videos, Israeli soldiers are seen posing for pictures or toasting in celebration as buildings are demolished in the background.
“The Israeli military’s relentless campaign of ruin in Gaza is one of wanton destruction. Our research has shown how Israeli forces have obliterated residential buildings, forced thousands of families from their homes and rendered their land uninhabitable,” said Erika Guevara-Rosas, Amnesty International’s Senior Director for Research, Advocacy, Policy and Campaigns.
“Our analysis reveals a pattern along the eastern perimeter of Gaza that is consistent with the systematic destruction of an entire area. These homes were not destroyed as the result of intense fighting. Rather, the Israeli military deliberately razed the land after they had taken control of the area.
“The creation of any ‘buffer zone’ must not amount to the collective punishment of the Palestinian civilians who lived in these neighbourhoods. Israel’s measures to protect Israelis from attacks from Gaza must be carried out in conformity with its obligations under international law, including the prohibition of wanton destruction and of collective punishment.”
Israeli officials have acknowledged the destruction of structures along Gaza’s eastern perimeter as a security measure, in response to the attacks of 7 October 2023 by Hamas and other Palestinian armed groups, to protect Israeli communities from further attacks. The Israeli military has justified demolitions throughout Gaza saying it had destroyed tunnels and other “terror infrastructure“.
On 2 July 2024, Amnesty International sent questions regarding the demolitions to the Israeli authorities. At the time of publication, no response had been received.
Military necessity and international humanitarian law
The expanded “buffer zone” along the perimeter with Israel covers approximately 58km², which amounts to roughly 16% of the entire occupied Gaza Strip. As of May 2024, more than 90% of the buildings within this area (more than 3,500 structures) appear destroyed or severely damaged; and more than 20km² or 59% of agricultural land within the area shows a decline in health and density of crops due to the ongoing conflict.
Amnesty International interviewed affected residents and farmers, analyzed satellite imagery, verified 25 videos filmed along the perimeter area, and tracked statements issued by the Israeli military, Hamas and other armed groups to determine whether the destruction was lawful, including whether it could be justified by imperative military necessity.
In four areas investigated by Amnesty International, the destruction was carried out after the Israeli military had operational control over the areas, meaning that it was not caused by direct combat between the Israeli military and Hamas and other Palestinian armed groups. In these parts of the Gaza Strip, structures were deliberately and systematically demolished.
It appears that many of the structures were demolished because of their proximity to the fence built by Israel to separate it from the Gaza Strip. While some of the structures were likely previously used by armed groups, the possible future use by armed groups of civilian objects — whether due to their proximity to the perimeter or for other reasons — does not in itself transform homes, schools, or mosques into military objectives. Furthermore, punitive demolition of civilian property solely because it has been used by armed groups is prohibited as a form of collective punishment.
International humanitarian law, which is binding on all parties to an armed conflict, prohibits destruction of property of an adversary unless it is required by imperative military necessity. Direct attacks on civilian objects are also prohibited. […]

The Israeli military immediately began to confront and attack the crowd and the demonstrators, deploying tear gas in the first instance. Ahm, and as we began to retreat down the hill, live ammunition fire began to ring out.
We heard then the volunteer who’d been standing with Ayse screaming out for help. We turned to see that, ahm, that Aysenur was lying on the ground covered in blood, having been shot directly in the head by the Israeli military, ahm, in what appeared to be a surgical and targeted shot directly into the grove.
We immediately called a medic over. Ayse was placed in an ambulance. Two other international volunteers got in the ambulance with her and proceeded to Nablus hospital. On route we were informed that she had died.
17 Palestinians have been killed in Beita in the last few years, and this is the second time in the last month that an international volunteer has been deliberately targeted by the Israeli military. They don’t want international volunteers to expose to the international media and our own governments and communities their campaign of ethnic cleansing in the West Bank — which of course goes hand in glove with their genocidal campaign perpetrated in Gaza.

Ayşenur, who went by Izgy and held dual citizenship with Turkey, was shot at the same weekly demonstration where American teacher and volunteer Amado Sison was shot last month. The shooting also follows Israeli settlers attacking American volunteers and Israeli forces throwing stun grenades at them. Eygi arrived three days ago as part of the International Solidarity Movement — the same group of which 23-year-old peace activist Rachel Corrie was part of; Corrie was killed in 2003 by an Israeli bulldozer.
“We are aware of the tragic death of an American citizen, Aysenur Eygi, today in the West Bank. We offer our deepest condolences to her family and loved ones. We are urgently gathering more information about the circumstances of her death, and will have more to say as we learn more. We have no higher priority than the safety and security of American citizens,” US State Department spokesperson Matt Miller said in a statement.
“The very least to expect at the moment is a strong statement from President Biden, similar to what we heard after the horrific killings of the six Israeli hostages,” said Hala Rharrit, the former Arabic language spokesperson for the US State Department, who resigned in protest of the Biden administration’s policy on Israel’s war on Gaza. “Every life should be equal, and we should hear the same condemnation from our president for the killing of this American citizen at the hands of what is reported to be the Israeli army.”
On Friday, The White House said it is “deeply disturbed” by the “tragic death” and that it has reached out to Israel “to request an investigation into the incident.”

“If the American government and media took action after Amado got shot, her life could have been saved today. She was shot under almost exactly the same situation and context,” Anthony, one of the American volunteers attacked earlier this week, told me on Friday morning.
With an edge to his voice, he noted how even at this moment a nearby village was facing an assault. “It’s very disheartening that the occupation doesn’t even give us a moment to mourn our loss of a fellow volunteer,” he said.
“This is the daily life here for everyone,” he added. “It’s hard to actually process or know the scale of emotion that I have inside me right now — and I can only imagine how much Palestinians feel, so I really don’t know what the right thing is to feel right now.”
Israeli violence is not coming from a vacuum, according to Yousef Munayyer, a political analyst and senior fellow at the Arab Center Washington DC. “These come after it became clear that the State Department was not going to be taking any action against the Netzah Yehuda battalion, which is responsible for the killing of an American citizen,” he told me.
“The consistent message from Washington is that some Americans matter more than others.”

Relief groups have said more than 1 million people in Gaza will not have enough food this month, while trucks loaded with fresh vegetables or meat spoil waiting to cross Israeli checkpoints, and thousands of aid packages of food, medical supplies and even toothbrushes and shampoo remain stuck in a backlog of lorries unable to enter from Egypt.
“We estimate that over a million Gazans will go without food in September,” said Sam Rose, a senior deputy director of UN’s relief agency for Palestinians (Unrwa), in Gaza. “Over half the medicines in our health centres are running low, as is chlorine for water purification and other basic supplies.”
He added that Unrwa had resorted to trying to import single items such as soap, because kits containing a range of items such as washing powder alongside it have been blocked from entering.
“We believe we’re better served by bringing in bars of soap than trying for anything more complicated,” he said. “This shows how desperate the situation has become — we’re reduced to aiming for the absolute bare minimum to improve hygiene conditions, which is an atrocious state of affairs in a situation where there is a growing risk of infectious disease.”
“So little aid is getting in that we can’t meet basic needs,” he said.
Amed Khan, the founder of the Elpida relief organisation, said his group had unsuccessfully attempted to bring medical supplies into the territory for several months.
The amount of aid entering, he said, “is the absolute minimum needed to ensure that people don’t die immediately from starvation. They could die three years from now from extended malnutrition, but this is the minimum amount of trucks needed to ensure people don’t die immediately, and avoid international outrage.”
Khan pointed to UN data that showed a severe lack of aid entering in the four months since Israeli forces took control of the Rafah crossing point. In July, an average of 100 lorries entered each day, largely through the southern Kerem Shalom crossing. This number halved in August, while just 147 trucks have entered so far in September, although the organisation added that there may be gaps in the reporting because of the dangers of staff monitoring aid entry at crossing points.
Data from the Israeli military body Cogat, which oversees the entry of everything from aid to the trickle of imported goods into Gaza, shows a higher number of trucks approaching crossing points from the Israeli side of the border.
Humanitarian workers attribute the discrepancy to a difference in truck sizes, and Cogat’s screening process, which requires lorries to be partly empty, as well as some trucks carrying non-aid goods for sale at local markets, often at prices unaffordable to many.
“As a consequence of the backlog at Kerem Shalom, thousands of trucks are stuck in Egypt, incurring several million dollars in demurrage charges each month,” said Rose.
Inside Gaza, the distribution of aid is complicated by a lack of fuel, Israeli military roads and checkpoints. It is also extremely dangerous: 280 humanitarian workers, most employed by Unrwa, have been killed in Gaza in 11 months of fighting according to the UN’s office of humanitarian affairs, Ocha.
A report published in late August by more than two dozen NGOs, including Mercy Corps, Oxfam and Anera, said that among the most “significant obstacles” were the delays imposed by the Israeli authorities in approving cargo to enter Gaza.
The report described piles of aid — including nappies, clothes and food parcels — in Egypt, unable to enter Gaza since Israeli forces seized the Gaza side of the Rafah border crossing in May. It also said Israeli authorities only permitted three convoys of 30 trucks to attempt to cross each week through a crossing known as Gate 96 near Gaza City.
Aid trucks’ ability to enter Gaza “is at the arbitrary discretion of Israeli forces” the report said, adding that often, at most 15 trucks are allowed access to Gate 96 each week. As a result, organisations such as Médecins Sans Frontières say that 4,000 packages containing items such as soap and toothbrushes have been blocked by Israeli authorities for three months. Mercy Corps said it took them four months to deliver 1,000 food parcels and 1,000 kits of hygiene products to northern Gaza, after Israeli authorities introduced new customs requirements.
Khan despaired at what he regards as the lack of a system for distributing humanitarian aid, particularly after the US military ended its $230m (£176m) project to construct a floating aid pier off Gaza in July.
“There’s a bunch of people trying to do the best they can in an ad hoc manner, with roadblocks all over the place, but no one can say we have a system,” he said. “There’s a system in place to block everything, but little else.”
“If I want to send a million dollars worth of medical equipment tomorrow, where do I send it? There’s no answer,” he said. “The options are working with Cogat or importing via Jordan, but this is a very slow process.”
Khan, a former aide to Bill Clinton with experience delivering aid into Afghanistan, Ukraine and Rwanda, blamed what he described as politicians’ lack of care towards ensuring relief reaches Gaza.
“Not one decision-maker on the planet cares about this issue, although everyone on the ground is ready to act. But for anyone in a position of power, humanitarian assistance to civilians in Gaza is just not a priority,” he said.
He added: “This is the worst situation I have ever dealt with. There is never a situation where you’re trying to help people inside a border controlled by an ally, but one that doesn’t want aid to get to the people you’re trying to help.”
Humanitarian workers were further alarmed by unconfirmed reports that the Israeli prime minister, Benjamin Netanyahu, instructed the Israeli military to examine whether it could take over aid distribution inside Gaza. They fear this would further stymie relief efforts. The Israeli military referred questions about this to Cogat, who did not respond when approached for comment about this or the data showing a reduced amount of aid into Gaza.
